The number 12 in the Horoscope

The Zodiac has 12 signs for the horoscope. Each sign has a prediction for the people who fall in that sign. The Chinese has also its own 12 signs using the year of birth while the Zodiac is using the date of birth. In short, both horoscope are dependent on the birth of the person. Okay, that is clear.

Now my question is this - how in the world that the fate or destiny or horoscope of a person depends on 1 of the 12 signs. To say it in another way, there are only 12 fates or destinies of the billions of people. Does that mean to say when there are 2 people born at the same time they will have the same horoscope? That is a crazy idea.
